Obituary- William D. (Bill) Packard

PRYOR, OK — William D. (Bill) Packard was born in Pryor Creek, on Sept. 25, 1944, to Louie and Dorothy Packard, and died Nov. 5, at his home in Tulsa.

He graduated from Pryor High School in 1962, attended the University of Tulsa, and graduated from Oklahoma State University in 1966 with a bachelor’s degree in Political Science with a focus on state and local government. He spent his career working in urban planning and development for a number of communities in Oklahoma, including the City of Tulsa, the Tulsa Mental Health Association and the Cherokee Nation. He consulted on city planning for the City of Pryor Creek from 1979 to 2004.  

Packard was active with several non-profit organizations and with the Centenary United Methodist Church in Tulsa.  He taught Sunday School, was Chairman of the Finance Committee and Chairman of the Board of Trustees.  

Packard is survived by his wife Jane; son Dorsey and Cheryl Packard and their children Trey, Cory and Lexi; son Jason and Belinda Packard and their children Isabelle and Gabrielle; sister Brenda Lewis and brother Louie (Sandy) Packard Jr.; step-son Robert and Elizabeth Endicott and their child William and step-son David and April Endicott and their children Ryan, Kellie and Chloe.  

He was preceded in death by his father and mother, Louie and Dorothy Packard, and his sister, Diana Fleak.  

Visitation is at Moore Funeral Home at the Southlawn Chapel today from 6 p.m. to 7:30 p.m., 9350 E. 51st St. in Tulsa. Funeral services are at Centenary United Methodist Church, 631 N. Denver Ave., Tulsa, at 2 p.m., Friday.

Arrangements are under the direction of Moore Funeral Home, Tulsa.
