Man flashes neighbor, gets $250,000 bond

PRYOR, OK — Donald Owen, 50,  has been arrested on nine counts of indecent exposure.

A woman, living in an otherwise calm Pryor neighborhood, reported the incident to Pryor Police Department.

She reported that her neighbor, Owen, had repeatedly exposed his genitals to her.

The probable cause affidavit filed in the case alleges that Owen exposed himself to the woman a total of seven times before the police got involved, and two additional times caught on surveillance footage by officers. The incidents range from March 5 to April 10.

It happened when the woman was taking out the trash and when she was mowing the yard with her husband. On multiple occasions it happened while she was doing dishes, Owen was visible from her kitchen window. Once, Owen allegedly drove by her home, watching her through the window.

Owen’s home sits in the middle of a residential area, where children’s toys can be seen in several neighboring yards. However, the affidavit does not list any other complaints filed against Owen.

The affidavit includes Detective Chuck Ward’s statement regarding the scene he witnessed.

“Owen exposed himself while he was standing in the doorway of his garage in plan unobstructed view of the victim,” according to the affidavit. “Owen was wearing only white brief-type underwear.”

The surveillance footage also showed the victim to be visibly upset at Owen’s actions.

“Owen admitted to masturbating at least five times while exposing himself to the victim,” according to the affidavit.

Also according to the affidavit, Owens “confessed to exposing himself to the victim for his own sexual gratification.”

Detective Chuck Ward said this type of case is not common in Pryor.

“In fact this is the first case like this that I’ve personally worked in my 15 years here,” said Ward. “He showed blatant disregard for the law. It’s very disconcerting to us.”

Owens appeared in Mayes County District Court Monday afternoon before Judge Rebecca Gore. He appeared via video from the Mayes County Jail, and was read his charges.

Bond was set at $250,000. He was told that this felony charge can carry from 30 days up to 10 years in prison. In addition, if convicted he would be required to register as a sexual offender.  As a registered sex offender, an individual is prohibitted from living within 2,000 feet of a school or park.
