Salina approves clean-up day

The Town of Salina board of trustees amended the Salina / Salina PWA lease agreement, adopted a resolution to form the Salina Educational Facilities Authority and approved the spring clean-up day at the monthly meeting Tuesday.

Trustees approved amending the Salina / Salina PWA lease agreement to include the street address and legal description of the wastewater plant and the two lift stations. Attorney Bill Gaddis explained nothing changes on the lease except making the property description specific.

The board adopted a resolution forming the Salina Educational Facilities Authority. Gaddis explained the resolution gives the group the authority to execute the legal services agreement with Floyd Law Firm in Norman, who serves as the bond council. The Salina Educational Facilities Authority works with Floyd Law Firm as the originating agency for issuing revenue bonds for the new elementary school. Trustees also adopted the by-laws for the authority and made the trustees the officers for the authority.

The clean-up day for the Town of Salina was approved for Saturday, April 14. The waste water plant on South Highway 82 will be open from 8 a.m. to 4 p.m. In order to dump at the wastewater plant, you must have a copy of the city water bill. Elderly people who need assistance can call 434-5025 on Thursday or Friday to have items picked up. Anything requiring special disposal will not be taken.

The board approved having a community work day at Ross-Mayes Cemetery on March 31. The town will take donations to offer a scholarship to one of the Thunderbird Youth Academy cadets in appreciation for helping at the cemetery.

The police department was approved to purchase a camera for a patrol car for $1,495 out of the donation funds. Police Chief Alan Davis found a used radar unit for $380 to replace an old one which is no longer working. The board approved purchasing one hand-held radio and one radio for a patrol car for approximately $1,030. The police department needs four car units and five hand-held units, but will be able to get along with only one each until figuring the new budget.

In the Public Works Authority meeting, the board adopted the Salina / Salina PWA lease agreement, approved replacing the pump at Pine Crest and discussed a line locator.

Utility Superintendent Randall Coon said the pump at Pine Crest burnt out and had to be replaced. The cost was $508.

Coon said he looked into the cost of purchasing a line locator and so far, the price is too expensive. He found one for $3,800, but the price was more than he was wanting to pay. He said the schools are wanting their water lines located and the one the town has now isn’t able to locate all the lines. He said he would continue looking.

In February, the Salina Police Deparment received 106 calls for service and wrote 59 tickets. The tickets include nine for no insurance; two expired tags; three tampering with city utilities; four driving under suspensions; one dumping trash on public property; two failing to use child restraint; three operating vehicle not reasonable and proper; three speeding 1-10 mph over; five speeding 11-20 mph over; one speeding 21-30 mph over; four public drunks; one failing to change address on license; one aggravated driving under the influence; one throwing a lighted substance onto the roadway; one no seat belt; two transporting an open container; one left of center; one failing to stop at stop sign; one inattentive driving; one careless driving; one affixing improper license plate one failing to yield to emergency vehicle; one domestic assault and battery; one failing to keep right on roadway; one possession of paraphernalia; one possession of marijuana; two driving under the influcence; one resisting arrest; one defective equipment; one possession of controlled substance and one bringing contraband into jail facility.
